The Ministry of Social Cohesion and Family (ΥΚΟΙΣΟ), in collaboration with the Hellenic Company for Local Development and Self-Government (ΕΕΤΑΑ ΑΕ), is implementing the pilot program "Accessibility at Home". The goal of the program is to enhance the independent living of individuals with disabilities by improving accessibility in their homes and professional spaces.
The initiative "Enhancing Independent Living for Individuals with Disabilities" offers fully subsidized interventions that improve accessibility in permanent residences and workplaces. The subsidy amounts, including VAT, are as follows:
For mobility disabilities: Up to €12,000
For sensory disabilities: Up to €5,000
For a combination of mobility and sensory disabilities: Up to €14,500
Eligible expenses include:
Construction works (e.g., bathroom renovation, door widening, noise reduction),
Installation of lifts, ramps, and automation systems,
Specialized accessibility equipment (e.g., auditory/visual signals, digital equipment),
Fees for the Project Consultant Engineer for the design and certification of interventions.
Eligible for the program are individuals who cumulatively meet the following conditions:
Legally reside in Greece and are not tax residents abroad,
Have a total disability percentage of 67% or higher (mobility, visual, or hearing disability), registered in the Digital Registry of Persons with Disabilities under Article 105 of Law 4961/2022 (A' 146), or possess a valid medical committee assessment,
Have an individual income not exceeding €60,000, according to the tax declaration clearance for the fiscal year 2023 (clearance 2024). If the beneficiary was not required to file a tax return, a responsible declaration is submitted, and their income is considered zero.
Properties deemed eligible include residences or professional spaces that:
Are legally existing or regularized,
Are not classified as dangerous or slated for demolition,
Are used as a primary residence (regardless of ownership), owned secondary residence, or owned professional space of the beneficiary (tax headquarters of the business), and
Do not have their structural framework affected by the interventions.
Buildings with construction permits issued after the enforcement of Law 4067/2012 can be included if conditions for easy adaptability for future users with disabilities/impeded individuals are ensured, without affecting the structural framework. Conversely, interventions in common areas of buildings with permits issued after Law 4067/2012 are prohibited if the structural framework is impacted.
Applications are submitted exclusively through the Information System at www.prosvasimotita.minscfa.gov.gr, from 23/07/2025 to 12/09/2025. Approvals are granted on a first-come, first-served basis until the available budget is exhausted. All interventions and issuance of related documentation must be completed by 31/03/2026.

Visual Disabilities:
Electronic Aids: CCTV systems (video magnifiers), screen reading and magnification software, Braille display.

Medical Equipment: Talking oximeter, talking blood pressure monitor, talking body scale.
Hearing Disabilities:

Space Works: Reduction of indoor reverberation, installation of visual and light signals at key points.
Elevator Equipment: Touch screens or panels with notifications, SOS elevator button with visual confirmation.
