After the legislation N4710/2020, all EV Chargers have to have a permit in order to be placed in an existing building. Either is a residential or any other use (commercial, office, gas stations, coffee shop etc) you will need a building permit and an electrical permit to install a new electrical vehicle charger. The type of permit can differ depending on the power of the charger (which affects the time of charging) and the existing building use.
